Ministry of Public Health and Population, Office of Immigration and the Introduction of Families: processing of applications for the introduction of families of foreign immigrant workers (1948-1958)

    This collection of 35 articles contains instructions for applications for the introduction of the families of foreign immigrant workers between 1948 and 1958. – Articles 1 to 3: instructions for applications for the introduction of the families of foreign immigrant workers according to circular 159 of 16 July 1948: the application for the introduction of the family of the foreign immigrant worker was made by the worker’s employer. It included summaries of applications made on the form annexed to circular 159. There are 22 departments missing (which are indicated in the articles) in this part. The files are made up of application forms for the introduction of a family, social enquiries, employers’ certificates, correspondence, all classified by department and then by order of arrival at the 9th office. – Articles 4 to 29: instructions for applications for the introduction of families of foreign immigrant workers according to circular no. 180 of 26 August 1948, mainly, but reference is also made in some files to circulars no. 98 of 22 April 1949 and no. 151 of 23 August 1951. The files are made up of application forms for the introduction of a family, reports, nominative statements of applications, employers’ certificates, copies of work certificates, social surveys, all classified by year and then by department. It includes annual summaries by department of applications for the introduction of families transmitted to the ONI, for the years 1948-1952 (processed together), then from 1953 to 1958 (processed separately). As the 9th Bureau processed applications differently from one department to another, some files contain individual files in addition to the summary sheets. – Articles 30 to 35: Instructions for applications for the introduction of immigrant foreign workers’ families according to circular n°108 of 3 May 1949. It explains the terms of the 159 and 180, the latter being completed and modified by circular 247 of 1 December 1948. The files are made up of application forms for the introduction of a family, all classified chronologically and then alphabetically by the names of the applicants. The files are arranged by year and then alphabetically, and are for all departments combined. Then 1953-1954 together, then 1955, 1956, 1957. In this collection, it should be noted that the persons, most of whom were emigrant workers, and their spouses, were born between 1903 and 1925 approximately. Their children, listed on the application forms, were born between about 1930 and 1954. Where there are ancestors of these workers, they were born around 1875. The original classification within the files has been respected. Thus, some years are grouped together (see items 4 to 12 and item 30), and other years are filed separately. The files are not gender-disaggregated, but some concern women requesting their husband’s and children’s immigration.
