Register of travel documents issued by the governor of Kurzeme for the years 1798 and 1799

    During the French Revolution, departing from the governorates of Vyborg and Kurzeme within the Russian Empire was only permitted with the emperor’s consent. Travel passports could be issued only after a report was made to St. Petersburg. Each individual, regardless of gender, who received a travel document was registered by the governor of Kurzeme. Detailed information about every person granted permission to leave the empire is recorded in the Registre for the years 1798 and 1799, which has been preserved.
